Transferable Development Rights (TDR)

Transfer of Development Rights is an incentive-based program that transfers the development rights on a property, like housing development, to a property where those rights don't currently exist. This is done through fair compensation of the value of development rights to the sellers/landowners. Consequently, the land that had its development rights removed will have an easement placed on the land to prevent all future development.
